Everyone that I know that got audited by the IRS was definately cheating on their taxes. Not misunderstandings of the tax code, outright cheating. That's probably why they ended up on the IRs radar screen.

If the parents can afford it, give the kid a card with or without a limit on it. If can't afford it, than don't give the kid a card. When someone has kids it is the parents obligation to support the kid for as long as the kid deems necessary. Some Never leave home.
